When to use a panel deck

A panel deck replaces deckboards with a sheet of plywood or oriented strand board (OSB). It gives a solid deck with no gaps, which suits:

• small cartons, bags or parts that would fall through or sag between boards;
• point loads, feet or casters on machinery;
• loads that must slide on and off;
• clean-surface requirements.

Material requirements

The Uniform Standard for Wood Pallets (2012) sets these requirements for panels:

Layout rules

• Face grain perpendicular to the stringers. The strong direction of the panel spans between supports.
• Pieces at least 24 in wide. Narrow offcuts are not allowed as deck panels.
• Strips and cutout webs at least 6 in wide.
• No OSB strips as bottom boards.
• For panel-deck block pallets without stringerboards, the pallet length is measured along the plywood face grain.

Panel decks have their own fastener rules, because a sheet bears on its supports differently from a board:

ISPM 15 and panels

Plywood, OSB and particleboard are processed wood, so they are exempt from ISPM 15. That does not make the whole pallet exempt: if the panel sits on solid-wood stringers or blocks, those parts still need heat treatment and the pallet still needs the IPPC mark. See ISPM 15.

Buyer restrictions

Some buyers restrict panels. Snap-on's pallet standard, for example, prohibits plywood, LVL and corrugated pallets without approval. Check the receiver's pallet guide before switching from boards to panels.

Analysis support

PDS models panel decks, including panel-deck stringer analysis (added in version 5.5) and side forklifting of panel-deck stringer pallets (version 6.0). If a panel-deck pallet will be racked or carry heavy point loads, ask the manufacturer for that analysis.

How panel decks show up on a spec

A spec lists the deck style (Panel, or Panel/Stringerboard on block pallets), the material (plywood or OSB), grade and exposure rating, thickness, any cutouts, and the fastener schedule. Example: "Top deck: Panel, 3/4 in plywood, Rated Sheathing, Exposure 1, face grain perpendicular to stringers."

Panel deck RFQ checklist

1. Panel product (plywood or OSB) and standard (PS 1, PS 2 or PRP-108).
2. Grade and exposure rating.
3. Thickness, and whether the panel is one piece or strips.
4. Face grain direction relative to the stringers.
5. Cutouts or openings, with sizes.
6. Fastener type, length and spacing.
7. ISPM 15 treatment for any solid-wood parts.
8. Whether the receiver accepts panel decks at all.

For a solid surface, you can model a board deck with minimal gaps to get geometry, nail count and weight, then describe the panel requirement in your RFQ so the manufacturer can quote the panel version.
