Recycled pallet lumber and remanufactured pallets

Recycled pallet lumber is reclaimed from dismantled pallets and reused to repair pallets or build remanufactured and combo pallets. The Uniform Standard classes these as Remanufactured or Remanufactured/Combo, sets repair methods and repair marking, restricts some low-density species to interior deckboards in repairs, and requires repaired or remanufactured pallets to be re-treated and re-marked for ISPM 15.

Where recycled lumber is used
Pallets that come back damaged are sorted: some are repaired, some are dismantled for their good boards and stringers, and the rest go to grinding. Reclaimed parts then go into:
- Repairs: replacing a broken deckboard or reinforcing a cracked stringer.
- Remanufactured pallets: pallets assembled from recycled parts, sometimes to a new size.
- Combo pallets: pallets that mix new and recycled lumber.
The manufacture class on a spec says which it is: New Manufacture, Remanufactured, or Remanufactured/Combo.
Market grades for recycled pallets
Recycled pallets are sold on market grades: Premium A, Grade #1 (A), Grade #2 (B) and Core. These are market terms, not Uniform Standard grades, and definitions vary by supplier, so define what you mean on the RFQ. See recycled pallets and lumber grades.
Repair methods in the Uniform Standard
The Uniform Standard for Wood Pallets (Section 7) describes accepted repair components:
- Companion stringers, a second stringer fastened alongside a damaged one
- plugs
- C-blocks
- metal connector plates
It also defines repair classes (1, 2 and 3), and it has its own tolerances for remanufactured parts (Table 8). The standard's repair rules restrict low-density species classes, including 7, 13 and 14 in our research summary, to interior deckboards. Repair marking
The Uniform Standard recommends a repair mark showing the repair class, repairer ID, date and owner, at least 2 in high with 1 in letters.
ISPM 15 and recycled pallets
Repaired, remanufactured and combo pallets must be re-treated and re-marked for ISPM 15, with the old marks obliterated. An intact, compliant pallet can be reused for export without re-treatment. EPAL pallets are repaired under EPAL rules and carry a repair nail.
Durability of repaired pallets
PDS models repairs in its service-life simulation, with rules that show why repaired pallets rarely match new ones:
- A repaired connection recovers 65% of its original damage resistance.
- Each replaced board loses 10% of connection strength per replacement.
- Boards can be replaced once on a stringer or block under 1.5 in wide, twice for 1.5 to 2 in, and three times over 2 in.
- Stringers can be repaired twice and replaced once.
For single-use pallets, service life ends at the first repair.
Analysis support
PDS has a Recycled Lumber material type and, since version 5.3, can analyze recycled notched stringers. If a remanufactured design carries a racked or heavy load, ask the manufacturer to run it with recycled lumber properties rather than assuming new-lumber values.
Checklist for buying recycled or combo pallets
- Define the grade you will accept in words, not just "Grade #1".
- Say whether combo (new plus recycled) is acceptable.
- List excluded species or species classes, if any.
- State the maximum number or type of repairs, such as whether companion stringers are acceptable.
- For export, require fresh ISPM 15 treatment and marks on repaired or remanufactured pallets.
- Ask for a sample or first-article approval before a volume order.
How recycled lumber shows up on a spec or RFQ
State the manufacture class, the acceptable market grade, whether combo is acceptable, any species exclusions, the repair classes you accept, and ISPM 15 requirements. Buyers often list "new, recycled or combo" as acceptable substitutions to widen the supplier pool. See reusable vs single-use pallets.
